William Richard Werstine, known profesionally as Billy West (born April 16, 1952) is an American voice actor, singer, comedian, musician and former radio personality known for his wide range of characters.
He was the voice of Popeye and Poopdeck Pappy in Popeye's Voyage: The Quest for Pappy.
