Puddleburg is "The Laziest Town in the World/on Earth": a small settlement in the middle of nowhere, whose inhabitants are all dull and lazy hicks who spend all their time sleeping or loitering. However, they had very little choice in the matter as they were constantly under pressure by the Bruiser Boys Club, before being saved by Popeye.
The town first appeared in the titular 1933 Thimble Theatre storyline "Puddleburg, the Laziest Town on Earth", where Popeye and Olive were given the town's local newspaper business by Mister Works and hired B. Loony Bullony to be their newspaper comic artist. The town would also appear in the 1960 cartoon episode based on said strip, titled "What's News".
